Students of various community colleges of the Indira Gandhi National Open University who have for the last three years been fighting to get their courses completed, and results of examinations declared, have another problem. Now when, after orders from several high courts that the results of various examinations be declared, the students have started receiving mark sheets… but with a caveat that has nothing to do with them.

One line in the mark sheet states: “The declaration of result shall be subjected to any further orders of the Hon’ble High Court in LPA 755/2013 and in other pending appeals and that declaration of the result would not create any special equity in favour of the students or the collaborator institutions.”

Students and college principals say they are in no way affected by LPA 755/2013 – the number of a court case related to students enrolled in four-year BTech programmes in regular mode with institutes having an MoU with IGNOU. Community college students are enrolled with the open varsity for certificate, diploma and associate degree course. The mention of a case in the mark sheets of community college students is “highly unjustified and it will harm students’ job prospects. No company will accept this mark sheet for any job,” says advocate Deepak Kanwar who has filed a case on behalf of a community college protesting the mentioning of case details on the mark sheets.

Besides the removal of case details on mark sheets, thousands of students are demanding completion of their course, conducting of exams and release of certificates. “I say with great pain that when students come to me and share problems about not getting job offers for want of a certificate, I have tears in my eyes,” says Prof Mohammad Miyan, VC, Maulana Azad National Urdu University (MANUU).

IGNOU had signed an MoU with MANUU to give a joint degree for BEd course and diploma in primary education during the tenure of Professor Pillai as IGNOU vice chancellor. However in 2014, IGNOU under professor Aslam’s vice-chairmanship, refused to honour the MoU.
