Expanding the scheme will improve incomes, boost demand. Along with expanding the scheme, the ministry must also roll out without delay, as promised, a programme for skill building of these workers so they can move up the economic value chain, and also utilise this labour in a proactive manner for water conservation projects, another key programme of the Centre.

Countries like India should explore the combination of a geopolitical approach of digital non-alignment, with a practical one of diligently promoting open digital value chains. More than formalising informal jobs, we need to create productive ones

For the future job market, remove barriers to productivity, ensure that wages rise in tandem, enable voice for workers and expand a portable social protection framework that is de-linked from employment.

India’s labour markets are as multifaceted as the nation itself. But the tidy binary between informality and formality posits informality as always bad with poor quality work and lack of skill with low productivity and wages(Bharat Bhushan/Hindustan Times)
