Reconsider sovereign external borrowing

Any such decision will not be seen as a sign of political weakness, but a rational decision to heed to wise counsel within the country. It is in our best interests to continue avoiding riskier forms of engagement with the global economy

Finance minister, Nirmala Sitharaman, announced during the budget earlier this month that the government will consider sovereign external borrowing for raising capital. The biggest risk is that such borrowings have an in-built unpredictability because of foreign exchange movements(REUTERS)

What 2018 taught us about how not to reform the Indian State

As India heads to the polls, 2019 is likely to witness renewed promises, across party lines, of “maximum governance”. But achieving this goal will require the new government to resist the impulse for seeking quick fixes and confront head on the limitations of the current reform imagination.

India has historically been a centralised State. But the early rhetoric adopted by the Modi government of co-operative federalism and the adoption of the 14th Finance Commission indicated the possibility of a new phase of decentralisation. In 2018, however, the pendulum slowly swung back toward centralisation.(HT Photo)

Why the industrial food chain need not be India’s destiny

The food revolution isn’t going to have one big-bang moment of victory, but rather hundreds of small victories bubbling up in local communities across the country. Indeed, this is the best way to ensure its eventual success. Policy makers would do well to listen carefully to what is happening at the grassroots, because the revolution is already afoot.

Farmers today barely get 25-30% of the consumer price, especially for horticultural products like fruits and vegetables. Shortening the supply chain and bringing farmers closer to customers mean that the end markets are closer to production.(HT)
