Builder cheats state govt of flats, gets 2 years in jail

After failing to respond to seven notices between 1997 and 2002, the government authorised the assistant town planner to initiate penal action against him.

A builder has been convicted of cheating the state government after, as per an agreement, he failed to surrender nine out of the 12 flats in a construction project in Dahisar. He was sentenced to two years in prison and fined 6,000.

In July 1987, the state government had permitted Harishankar Kayal, 67, to develop a plot of land at Dahisar (East). He was supposed to surrender the 12 flats to the government according to a 1989 order but handed over only three . After failing to respond to seven notices between 1997 and 2002, the government authorised the assistant town planner to initiate penal action against him.

Accordingly, a case of cheating was registered against Kayal at Dahisar police station in 2002. Metropolitan magistrate, AB Shendge, ruled that the builder had fraudulent intention. While sentencing him, the court showed leniency to Kayal in view of his ailing physical condition.
