Official: A former professor of Arabic and engineering, Hafiz Saeed is the founder leader of Lashkar-e-Toiba, the militant wing of Jamaat-ud-Dawaa, a radical Ahl-e-Hadith Islamist organisation dedicated to installing Islamist rule over parts of India and Pakistan. Saeed is suspected of masterminding numerous terrorist attacks, including the 2008 Mumbai attacks, which resulted in the deaths of 166 people, including six US citizens. India has issued an Interpol Red Corner notice against Saeed for his role in 26/11.

Additionally, the US Treasury has designated Saeed as global terrorist. Saeed was also individually designated as terrorist by the United Nations under UNSCR 1267 in December 2008.

Indian dossier given to Pakistan on Feb 25, 2010 says gunman Ajmal Kasab met Hafiz Saeed during 21 day training between Dec 2007 and January 2008 where he motivated the Mumbai attackers to fight unto death. Again after the marine commando training, the 10 terrorist selected for Mumbai attack were taken to Baitul Mujahideen camp where Hafiz Saeed told them that the “time for jihad had come. Now we have to decide how to attack Hindustan.” He instructed them that the time of attack in Mumbai should be around 7.30 pm as there would be considerable crowds.

Saeed is ISI’s ace against India and is the linkman with Haqqani network against the US in Afghanistan. He has formidable clout with Pakistan Punjab politicians and is sought after by Pakistan Army.

Indian Intelligence found that Saeed attended the May 14, 2010 function to felicitate then newly appointed commander Lt Gen Khalid Nawaz. He was not only sought after by senior Pak commanders but was also closeted with former DG ISI and Pervez Musharraf confidante Lt Gen Nadeem Taj.

Dawood Ibrahim aka Dawood Ebrahim aka Sheikh Dawood Hassan

Dawood Ibrahim, the son of a police constable, has reigned as one of the pre-eminent criminals in the Indian underworld for most of the past two decades. He was India’s enemy number one as his group was instrumental in the first terrorist — the 1993 Mumbai serial blasts. D-company is involved in large-scale shipments of narcotics in the UK and Western Europe. A financial arrangement with Al Qaeda was reportedly brokered to facilitate the latter’s use of their smuggling routes. In the late 1990s, Dawood travelled in Afghanistan under the protection of the Taliban.

Dawood is currently wanted by India for the March 12, 1993 Bombay Stock Exchange bombings, which killed hundreds of Indians and injured over a thousand more.

Information, from as recent as fall 2002, indicates that Dawood has financially supported Islamic militants working against India, such as LeT. This information, for example, indicates that he has been helping finance attacks in Gujarat by LeT.

Living in Karachi, the undisputed ruler of the Mumbai underworld is responsible for getting fresh Indian recruits for training in Pakistan. Protected by the Pakistan establishment, Dawood has not been photographed since 1990s Sharjah cricket matches and India does not even have his latest photograph, what to talk about his address.

Yousuf aka Muzammil Butt aka Abu Hurera aka Abu Mohammed aka Butt Muzammil Saeed aka Mohammed Yusuf

Muzammil is LeT’s overall operational commander and operated in Kashmir for about six years. Being in-charge of India operations of LeT, he arranges finances, travel documents and other logistics for terrorists infiltrating India. He is an accused in 26/11 attacks and Bangalore IISc attack on December 28, 2005. Interrogations of arrested LeT terrorists revealed he planned and coordinated the Mumbai train serial blasts on July 11, 2006. He also coordinated Gujarat’s Akshardham temple attacks on September 24, 2002. No confirmed photo exists.

Sajjid Mir aka Wasi bhai aka Ibrahim aka Masih

He is the cold-blooded voice you hear in 26/11 tapes telling Chabad House terrorists in Mumbai to shoot Jewish hostages in the head. A trained commando, Wasi bhai is a top LeT commander and number two after Muzammil. Handler of David C Headley, Wasi visited India in April 2005 under the fake identity of Mohammed Arshad Khan. He was among the chief planners and directors of 26/11 attacks along with Zaki-ur-Rehman Lakhvi and Abu Qahafa.

Syed Mohammed Abdur Rehman Hashmi aka Abdur Rehman Syed

David Coleman Headley calls him the founder of Indian Mujahideen. The
40-year old resident of Lahore, Abdur Rehman or ARS took premature voluntary retirement in 2003 as a Major. His last known telephone number was 0322-4092180 and uses email identity rawsa1@hotmail.com. Married to Islamabad-based Ambareen Syed and father of three children, Syed was earlier with the LeT and currently a HUJI commander and a close associate of Ilyas Kashmiri. Closely associated with the planners and conspirators of 26/11,Rehman was handling Headley for attacks on Chabad Houses and also National Defence College. He was also closely associated with the activities of Tahawwur Hussain Rana, another accused in the 26/11 attacks. Syed provided funds to Headley for surveillance of targets in India and has also operated in Afghanistan.

Shah Riyaz Ahmad Mohammed Ismail Shahbandari aka Riyaz Bhatkal and Iqbal Shahbandri aka Iqbal Bhatkal

Founder-leader of Indian Mujahideen, the 34 year-old Karnataka born engineer, arranged delivery of 35 kg of explosives used in the 07/11 Mumbai blasts. He was the mastermind in planning, execution and financing of Hyderabad, Jaipur, Ahmedabad and Delhi serial blasts. It was on his instructions that three e-mails were sent to media by hacking the Wi-Fi network in Mumbai in 2008.
Brother of Riyaz (left pic), Iqbal is the 42 year-old terrorist is the IM ideologue. Mastermind of the Mumbai train blasts, he was also responsible for providing logistics for serial blasts in Hyderabad. Besides being actively involved in Jaipur blasts, Iqbal personally supervised the transport of explosives for Ahmedabad and Delhi blasts. He is an absconding accused in all the above cases. It was Iqbal who had composed the e-mails sent to the media. He has taken over the leadership of IM and now recruits cadres for the terror outfit to carry out attacks against India. Both are based in Karachi and operate in India with the help of Yasin Bhatkal.
