DDA finalises housing scheme, launch date on hold due to cash chaos

The Delhi Development Authority (DDA) announced it will roll out its new housing scheme in January 2017, but stopped short of putting an exact date to the launch in the face of the ongoing chaos due to the demonetisation scheme.

The DDA has offered 13,000 flats under the new scheme that was finalised on Friday.

The authority officials said this time, the allotments will be made on freehold basis and the restriction on execution of conveyance deed, which introduced a five year lock-in period during which the flat could not be sold by the allottee, has been done away with. This was one of main reasons because of which flats offered under the last scheme were surrendered.

“The entire plan is to be prepared then brochures will be printed. The process is time consuming, which may take four weeks. Present workload in banks following the demonetization process is another issue hence the dates for inviting applications and draw have not been decided. By the end of next month or in January next year, we may start selling application forms,” a senior official said.

Number of units

Around 13, 000 flats under different categories will be available for the draw. All of them are old constructions. Majority of them are one bedroom, hall and kitchen (BHK), which were either surrendered or cancelled under the 2014 scheme. A total of 11,544 flats were surrendered or allotments cancelled. A senior DDA official said the cost of those units will remain the same as it was in 2014. About 11,000 of these flats belong to LIG category.

Locations

The flats are located in various colonies across the city such as Sarita Vihar, Jasola, Dwarka, Pitampura, Sukhdev Vihar, Narela, Rohini, Jehangirpuri , Loknayakpuram, Dilshad Garden, Paschim Vihar, Bindapur, and Mukherjee Nagar.

Application money

One applying for Janta, LIG-one room, and expandable housing scheme (EHS) under the new scheme will have to deposit R1 lakh as application fee. However, the registration amount for MIG and HIG flats has been increased from R1 lakh to Rs2 lakh. DDA officials informed applications will be received online and offline.

Withdrawal or cancellation

If a homebuyer withdraws before the draw, the entire amount will be refunded without any interest. However, no refund will be made if an allottee wants to surrender his flat or apply for cancellation of the allotment. A senior official said this stringent condition is being introduced to attract genuine buyers.

Parking

Amendment in the policy of allotment of scooter or car parking space has also been approved. There will be an e-auction for available vacant or unallotted parking lots. Allottees or buyers of DDA flats of the same pocket or block will only be eligible to buy that space which will be given as free hold property.
