Challans and roses: How AAP govt will deal with odd-even violators

Violators of the odd-even traffic rule in Delhi will be fined Rs. 2,000 each before being greeted with roses.

Although people would have to cough up a hefty amount for violating the rule, volunteers posted on traffic duty will reach out to them by giving roses, chief minister Arvind Kejriwal said on Thursday.

“About 10,000 NCC and NSS volunteers will offer roses to violators,” Kejriwal said, unveiling the 15-day traffic rationing formula that will be implemented from January 1.

Kejriwal said volunteers will also work on the car-free day -- a monthly exercise to de-congest traffic and check rising pollution level in the city.

A vehicle whose registration number ends in an odd digit will be allowed on the roads on odd-numbered dates and one whose registration number ends in an even digit will be allowed to be driven on even-numbered dates.

The AAP government has given ‘special power’ to Delhi Police to penalise the violators. “Officers of the rank of head constable and above can impose a fine of Rs 2,000 on violators. Same power has been given to officers of the rank of head constables and above of the transport department,” an official said.

The restrictions will be enforced till January 15 — from 8am to 8pm six days a week, barring Sundays.

The CM and Delhi legislators won’t be exempted from the odd-even car rationing rule. Two-wheelers, cars driven by women and those running on cleaner fuel such as CNG as well as on-duty government vehicles are exempted from the ban based on the odd-even system.

Also, the restrictions don’t apply to vehicles and convoy accompanying the President, Vice-President and Prime Minister’s as well as cars carrying speaker of Lok Sabha, deputy chairman of Rajya Sabha, deputy speaker of Lok Sabha, governors and Lt-governors of states, Chief Justice of India, Union ministers, leaders of the Opposition in both Houses of Parliament, chief ministers — except Delhi — Supreme Court and high court judges and the Lokayukta.
