Missing HOA file: 5 P'kula cops undergo lie detection test

Five local cops recently went through a lie-detection test at Madhuban, Karnal, in the missing Haryana Olympic Association (HOA) police file case in which two leaders of the Indian National Lok Dal (INLD), HS Bhadu, also HOA's former director, and Bhupinder Singh, former treasurer, were accused of forgery and cheating.

Bhadu and Singh were accused of taking away records of the sports body shortly before its control passed into the hands of Naveen Jindal, Kurukshetra member of Parliament (MP) on May 6, 2006.

Consequently, a case under sections 406, 420, 467, 471 and 472 was registered against them under the Indian Penal Code (IPC) for criminal breach of trust, forgery of valuable security or will, using forged document as genuine and making or possessing counterfeit seal at the Sector-5 police station on the complaint of the Jindal-led group in 2006.

However, during investigation, the police file of the case went missing in 2010 and a case was registered against unidentified persons.

Police sources said following suspicion of their involvement in disappearance of the file, deputy superintendent of police (DSP) Om Prakash, who was the station house officer (SHO) of the Sector-5 police station when the file went missing, sub-inspector Jagdish, Munshi Ranpat, Malkhana incharge Mahavir and Pairvi officer Jaiveer underwent the lie-detection tests.

However, only Om Prakash's test failed. They said following the results, Om Prakash named inspector Aman Kumar, then SHO of Sector-14 police station, for loss of the file during questioning.

It is pertinent to mention here that on May 6, 2006, Jindal was elected as president of HOA ousting Abhey Chautala. Former deputy general of police (DGP, CID) PV Rathee was nominated as secretary general replacing former DGP MS Malik. Anand Singh Dangi, then MLA from Meham, was made the vice-president.

Present status

Earlier, a lower court had discharged both Bhadu and Singh at the time of framing charges. The state government went for an appeal and then sessions judge Anita Chaudhary framed charges against the duo in February 2012. At present, an appeal is pending in the Punjab and Haryana high court against framing of charges.
