Aadhaar Act as a money Bill: It can lead to a great deal of public harm

Tomorrow, using the consolidated fund as a fig leaf, virtually any legislation can be introduced as a money bill. All that the draft law needs are one or two provisions that contain “elements” of a money bill. To allow the majority’s judgment to stand, therefore, would only prove hugely damaging to India’s democracy.
