District magistrate of Buxar in Bihar, Mukesh Pandey (29), was found dead on the railway tracks in Ghaziabad on Thursday night. Family, friends and colleagues, who arrived in Ghaziabad following the suicide by the 2012 batch Bihar cadre IAS officer, said they were shocked.
