The doctors now have filed a Right to Information (RTI) with state appellate, as the public information officer of department and the first appellate authorities failed to respond to the RTI within prescribed time.
The directorate of medical education and research (DMER), Punjab, has advertised for professors (12 posts), associate professors (19 posts), assistant professors (11 posts) and lecturers (5 posts) in Government Medical College of Amritsar and Patiala in July 2013 and interview of eligible candidates were held in November 2013.
The candidates, who had applied for these posts alleged that the department had not adopted a transparent policy for selection. Even they did not adopt the prescribed selection criteria guided by the Medical Council of India (MCI).
A doctor from Ludhiana, who had applied for associate professor's post requesting anonymity, said, "After declaration of the result, we came to know that the interview carried 40% weightage. Moreover, the interview was not done in front of CCTV cameras. Negative marking was done for a few candidates, but was not specified."
"We have no problem with the result, it's just that directorate should reveal the basic information about the selection criteria. But when they didn't provide any information, it made us sense something fishy in the selection," the candidate said.
Advocate Yagyadeep has filed an RTI in the case on December 27, 2013.
Yagyadeep said, "When no correspondence was made within the stipulated time, I appealed to the first appellate authority on February 3, 2014. But when no response came, finally I brought the case with the state appellate authority on March 2, 2014. Now, the state appellate authority will send a notification to the department.
An advocate Rohit Takiyar said, "It is mandatory for the directorate to respond to the RTI filed within a stipulated time. But it seemed that the department didn't bother about the RTI. But it's the matter of recruitment, and the department is playing with the future of many doctors, by not providing the information on time."
