According to the MCC, no public funded organisation can display political messages featuring any political leader without prior approval from the Election Commission of India (ECI).

A senior official from the office of the district electoral officer, East Delhi, said a complaint in this regard was received on the cVigil mobile app, which was launched by the ECI for citizens to flag violations.

“We will not comment on this. We will send our response directly to the returning officer,” a DMRC spokesperson said.

A media certification and monitoring committee of East Delhi found that the video featured several politicians who are contesting in the Lok Sabha elections, including Modi and Sheila Dikshit, former chief minister of Delhi and the Congress candidate from North East Delhi.

The DMRC being a public funded organization is bound to comply with the model code, which came into force on March 10, when the Lok Sabha election dates were announced.

“I have directed DMRC to produce documents and certificates from the media certification and monitoring committee set up by the ECI, before 4pm on May 2, failing which, it shall be presumed that DMRC has nothing to state and action in accordance with electoral laws can be
initiated,” K Mahesh, returning officer of East Delhi constituency, said.
