Panel for take-over of MLNMC, SPMDC

Report to be put before AU EC

THE THREE-MEMBER sub-committee formed by the Allahabad University (AU) Executive Council (EC) to look into the issue of Moti Lal Nehru Medical College (MLNMC) and the Shyama Prasad Mukherjee Degree College's (SPMDC) formal take-over by the Central University has recommended that the institutions should remain as AU administered colleges.

The report carrying the recommendations finalised by the three councillors— Sunit Vyas, Prof Janak Pandey and Prof HN Tiwari— will be presented before the other EC members when they meet at the AU North Hall at 3 pm on March 21. It is to be recalled that the sub-committee was formed following a decision by the councillors at the December 24, 2005 EC Meet.

The sub-committee members had submitted their report to the AU Vice-Chancellor Prof Rajen Harshe on January 26, 2006 itself.

After going through the University of Allahabad Act- 2005 and the history as well as the present status of the two institutions the committee members have unanimously recommended that the Uttar Pradesh Government, which now seems reluctant to relinquish full control over them, should immediately hand them over to Allahabad University along with their properties and complete all formalities in this regard at the earliest.

Another point stressed upon by the sub-committee is that the Union Government should allocate a separate budget for the medical college and not include that in the varsity's own budget.

The report also recommends that a mechanism for proper governance of the two institutions should also be finalised but under the Societies Act and appropriate memorandum of association be also penned in this regard.

A vital recommendation regarding the institutions is also that those state government employees who were working at these two institutions as on July 14, 2005— the date of the Central university notification— and wish to continue to remain under the UP government may be allowed to do so while the rest be incorporated under the new set-up, however, barring those transferred to these institutions after July 14, 2005.

Critics, however, claim that even if the sub-committee recommendations, listed at the third spot on the official agenda of the March 21 EC meet, is passed unanimously by the councillors, it could still not clear the way for the formal take-over of these institutions by the AU unless the state government reverses its stand and agrees to transfer them to AU.
