Notwithstanding efforts of the Himachal Pradesh government, the police department in particular, crimes against women are on the rise in the state.

According to the data available with the National Crime Record Bureau (NCRB), cases of crimes against women, especially rape has increased.
It also indicated that majority of rape victim are teenagers.
Nearly 250 cases of rape were reported during 2013, of which 102 victims were between 14 and 18 years. While 27 cases were between the age of 10 and 14 years, nine were below nine years.
The NCRB records also revealed that in all cases offenders were known to the rape victims. In 250 cases, nine accused were either parents or close family members of the victims and in 21 cases, the suspects were neighbours.
In 2013, highest number of rape cases were reported from Kangra (33) followed by Shimla (32) and Mandi (31), while in tribal district Kinnaur six rape cases were reported and one case was reported from Lahaul and Spiti.
However, the state stood 19 in a tally of rape cases across the country followed by Tripura, neighbouring Uttrakhand and Meghalaya, while Madhya Pradesh topped the tally with 4,335 rape cases followed by Rajasthan (3,285) and Uttar Pradesh (3,050).
The state crime record also revealed that till May 31, 108 rape cases have been reported.
Besides, other crimes against women have also escalated in the state. In 2013, 290 cases of kidnapping and abduction were reported and 328 cases of domestic violence were reported under Section 498 of the Indian Penal Code.
Of total, highest numbers of cases of domestic violence were reported from Una (57) followed by Kangra (53), Bilaspur (32) and Kullu (30), while not even a single case was reported from Lahaul and Spiti and Kinnaur reported only four cases.
493 cases of assault on women to outrage her modesty were reported from across the state with highest number of cases in Kangra (100) followed by Mandi (73) and Shimla (63).
