Designer turbans for sarpanchs in Gaya district gather dust
The Gaya district administration had in 2015 received 332 nyay pagris, each costing Rs 501, but they are yet to be distributed among Panch Parmeshwars or sarpanchs of village courts.
GAYA Nyay pagris (turban of justice) for Panch Parmeshwars, commonly referred to as sarpanchs who head panchayat courts, are gathering dust in the Maoist-hit Gaya district of Bihar.

The plan, introduced in 2013, provides for a well-defined role of Panch Parmeshwars for immediate adjudication in minor disputes in gram kutcheries (village courts).
It also provides for separate court rooms and sitting arrangements for Panch Parmeshwars, the name inspired from Premchand’s famous story, which revolves around two friends and the interpretation of justice when one is in power.
The government, under the plan, also decided to provide specially-designed nyay pagris to all sarpanchs of gram kutcheries across the state.
Most of the districts, including Gaya, have already received the turbans, with a badge having an inscription of Panch Parmeshwar and gram kutchery on it.
Sources in the district administration said Gaya received 332 such turbans for as many panchayats in the district, in 2015. “But the then district magistrate (DM) Sanjay Agrawal raised certain objections on its design and logo and sought further instructions from the state government before distributing it to sarpanchs,” sources added.
They said the turbans had been designed by Patna-based Bollywood designer Abhijeet Singh and supplied to the government by his firm, Amaur Abhijeet Company. Each turban costs Rs 501, they said, adding that the company’s clientele included many Bollywood actors and multi-national companies.
Gaya DM Kumar Ravi said the nyay pagris received after certain modifications would be distributed soon after the municipal elections, beginning Sunday (May 21).
“We are committed to ensuring revival of the panchayati raj system with all its branches, including the village-level judicial system. The distribution of the turbans was delayed only for the modifications in the monogram,” the DM said.
