At least 23 persons had drowned when the boat in which they were returning to Patna capsized in Ganga on January 14. They had gone to Sabalpaur diara in Saran district across the river to attend a kite festival on the Makar Sankranti day.
The inquiry report said the tragedy could have been avoided had the tourism department made arrangements for adequate number of boats and divers for the festival. Officials of Patna and Saran deputed in the diara could also have acted sensibly in exercising vigil and maintaining law and order, it said.
