Gurgaon: MCG will take over 21 Huda sectors today

Despite having no clear road map for the formal transfer of sectors, the Municipal Corporation of Gurgaon (MCG) decided to take over 21 sectors from the Haryana Urban Development Authority (Huda), Gurgaon, on Saturday as per the directions of the state government.

The decision was taken by the Haryana government earlier but it was finalised after a joint meeting of senior Huda and MCG officials chaired by additional commissioner of MCG Amit Khatri on Friday.

In the first phase, the MCG will take over sectors 3, 4, 5, 6, 7, 7 extension, 9, 9A, 10, 10A, 12A, 14, 15 part one and two, 17, 18, 21, 22, 23 and 37 part one and two. The rest of the sectors barring sectors 29 and 57 will be transferred on May 15.

During the meeting, it was also decided that initially the staff and services will remain operational on ‘as is where is basis’ and the transfer from the Huda to the MCG will be carried out in a phased manner over three months. “We will take over the sectors and work in close coordination with the Huda to ensure that services are delivered as usual. A list of assets and liabilities that the MCG will take over and the revenue details will be worked out soon,” Khatri said. He also assured the Huda employees that their service conditions will be protected as per the decision of the government.

Sources said that the issue of employees’ transfer is being considered by the chief minister and a decision may come soon.

With the transfer becoming effective on April 30, the onus of maintenance of sanitation, sewerage and other essential service will be on the MCG. Residents of these sectors were asked to lodge complaints with regard to drinking water, sewerage, parks, sanitation streetlights and other civic services that are already under the MCG’s purview on the toll-free number 1800-180-1817.

After the transfer, the MCG will hold meetings with residents’ welfare associations (RWAs) to take into account their suggestions. Similarly, meetings of operational staff up to junior engineers of the MCG and the Huda will also be held regularly.

A detailed list of Huda sector maps, essential services, open spaces, utilities, and other equipment and machinery will be handed over to MCG officials within a day or two, the meeting decided. Huda estate officer Tarun Pawaria said that details of assets and liabilities, vacant land and open spaces are being prepared to be handed over to the corporation.

It was also decided that outsourced work such as sanitation and other services will be carried out by the outsourced staff until the contracts are renewed. “We will analyse the work orders and arrangements will have to be made for payments as the MCG will be in charge from now on,” Vivek Kalia, joint commissioner of the MCG, said.
