Occupation certificates of 843 houses to be scrapped: DTCP
Earlier, the department had recommended that occupation certificates of 745 houses should be revoked due to violation of urban development laws
The department of town and country planning (DTCP) on Wednesday said that it had recommended that the occupation certificates of 843 more houses, which have violated building norms or are running illegal commercial operations should be revoked in DLF phases two and three, officials aware of the matter said.

Earlier, the department had recommended that occupation certificates of 745 houses should be revoked due to violation of urban development laws. The enforcement wing of the DTCP said that they have written letters pertaining to each of the 843 such properties to the planning wing of the department, after issuing show cause notices and restoration notices to the owners of these plots as they had not taken any corrective measures or removed the violations identified by the department.
The department also said that violations carried out by owners of these houses are not compoundable.
An occupation certificate (OC) is a legal document that verifies that a building is safe to live in and has been constructed in accordance with approved plans and safety standards. It is issued by the department of town and country planning in a private colony and by HSVP in its sectors.
District town planner, enforcement, Amit Madholia said that action has been initiated to cancel the occupation certificates of 1,588 properties according to the directions of the Punjab and Haryana high court, which has asked the department to completely curb violations in DLF phases one to five after hearing a petition. “The department has recommended that occupation certificates should be revoked as the plot owners have not taken remedial measures despite show cause notices and restoration orders, and violations still exist. The civic amenities will also be disconnected in the next course of action as the violations are not compoundable,” he said.
According to the enforcement department, the district town planner has also been asked to ensure that water, sewage and electricity connections of these properties are disconnected, once the OC is revoked.
DTCP officials said that they have recommended that OCs of 116 general plots in DLF phase two, 75 generally plots in DLF phase three and 652 EWS plots in DLF phase three, should be cancelled.
Earlier the department had recommended that occupation certificates of 43 plots in DLF phase one, 57 plots in DLF phase and 132 plots in DLF phase three should be cancelled. Besides, the department has also recommended that OCs of 513 plots in DLF phase three should be cancelled.
Madholia said that the department had conducted a survey of 15,000 houses in DLF phases one to five on the directions of the Punjab and Haryana high court and found violations in around 4,500 houses. “We earlier issued notices to the property owners and completed all legal formalities. Now action is being initiated on the ground,” said a DTCP official.
The Punjab and Haryana high court had on February 13 issued directions to the Haryana government to take action against property owners, who have carried out building plan violations and other illegal activities in their houses and submit an action taken report within the next two months.
