New provision in DCPR to boost redevelopment in air funnel zone
The move will ensure owners get transferable development rights (TDR) for the buildable area and enable the redevelopment of the buildings to their full potential, utilising the entire plot area.
MUMBAI: In a move aimed at boosting redevelopment of old buildings in city’s air funnel zone, which was earlier restricted due to height limitations to ensure safety of flights, deputy chief minister Eknath Shinde on Wednesday announced in the Legislative Council that approval has been given for separate provision in the Development Control and Promotion Regulations (DCPR) 2034 for redevelopment in the zone, which includes areas like Santacruz, Parle, and Kurla.

The move will ensure owners get transferable development rights (TDR) for the buildable area and enable the redevelopment of the buildings to their full potential, utilising the entire plot area.
As per the announcement, the Maharashtra Regional and Town Planning Act, 1966, will be amended to facilitate this change. This amendment will provide relief to old buildings in the funnel zone and other restricted areas, by allowing their redevelopment. “Basic Floor Space Index (FSI) or area occupied by building, whichever is greater, will be allowed to be used in redevelopment. If due to height restriction, it is not possible to use FSI, the TDR will be given to the owner. There would be concessional premium for exempting the staircases and lifts from FSI. This would make redevelopment in funnel zone areas feasible,” said Shinde.
Shinde also announced that in Navi Mumbai, the height of stilt parking will be exempted from the height permission given for building construction on land parcel distributed to project affected people (PAP). “Locals who contributed to the development of Navi Mumbai have been given 12.5% developed land parcels. To bring relief to these people, government has now decided to amend the rules to exempt the height of stilt parking from the total approved height of the building,” said Shinde.
