New procedure introduced for purchase of car from CSD

Facing criticism over “delay” and to “remove any likely malpractices”, the Quarter Master General’s Branch, Canteen Services, has issued fresh instructions for defence personnel seeking to buy new cars.

The new procedure will be implemented by November 15. It has been introduced as Quarter Master General’s branch pointed out that “feedback from environment, has indicated that there is a considerable delay from the time a Sanction Letter for car is dispatched by this Dte ( directorate) to the time it is received by the applicants”. It was added that new procedure would “mitigate the problems being faced specially by Veterans” and to “remove any likely malpractices and to enhance satisfaction level of car applicants”.

New Procedure
All applicants will fill application forms in duplicate and obtain countersignatures on both copies.

One copy of the form duly completed will be forwarded to the Canteen Services Directorate, whereas the duplicate copy will be required to be produced to Canteen Services Depot (CSD) at the time of final preparation of documents for delivery of the car.

Ink signed copy of sanction letter will be sent only to CSD Head office, Mumbai, for further dissemination to concerned depots.
Simultaneously, a copy of the sanction letter will be uploaded on services intranet for serving personnel and. Sanction concerning all serving and retired

Army personnel will be available on Army Intranet and also on in official web site of Indian Army, indianarmy.nic.in or indianarmy.gov.in. Similarly, Air Headquarters and Naval Headquarters have been requested to make arrangements to upload the sanction list of their personnel in their secure service net for all, and for ex-servicemen only in official websites of the Indian Air Force and Indian Navy.

Applicants are required to down load copy of the first page of the letter and page showing their name and other particulars.
Now, no ink signed copy of sanction letter will be sent to applicants.

Applicant can go to concerned depot with this down loaded sanction letter and duplicate copy of application for delivery of the car.

Also, the details made available to the Directorate in the application form by the applicant may be used by the depots for verification of customer to check malpractices.

“But most of the jawans, Junior Commissioned Officers and retired officers do not know how to operate computer and internet. The new instructions will not ease the process,”reacted Lt Col SS Sohi (retd), president of ex-servicemen grievance cell.

Brands available with CSD
Maruti, Hyundai, Honda, Ford, Toyota, Fiat, Mahindra, Tata Motors, Chevrolet, Skoda, Volkswagen and Nissan.

Officers can buy car once in 3 years, Junior Commissioned Officers (JCOs) can buy car once in 5 years while jawans can buy once in lifetime.
