Multiple plots to defence officers

The Haryana Urban Development Authority (Huda) has initiated the process of resuming the plots where defence officers got allotted more than one plot under the reserved category for defence personnel on the basis of bogus affidavits.

Four such cases surfaced in Panchkula and FIRs have been registered against the officials concerned.

“We have initiated the process of resuming such plots. We will issue notices to the allottees and due process of law will be followed,” said Vandana Disodia, estate officer, Panchkula.

When asked about those cases where the plots were further sold by defence personnel, Disodia said,

“Once a plot is acquired illegally, it will remain illegal. If it is sold further, the act does not become legal.”

In Panchkula, FIRs were registered against JK Pathak, Ajay Vir Chauhan, Dharamveer Singh and Dilbagh Singh under Sections 420 (cheating), 467 (forgery of valuable security), 468 (forgery for purpose of cheating), 471 (using as genuine a forged document) and 474 (possessing a forged document with intention to use it as genuine), IPC, on October 9.

Pathak has a plot each in Sector 26 of Panchkula, Sector 38 of Gurgaon and Sector 3 of Rohtak.
Chauhan has a plot each in Sector 4 of Rohtak and Sector 27 of Panchkula. Dilbagh Singh has a plot each in Sector 4 of Karnal, Sector 28 of Panchkula and Sector 46 of Gurgaon.

Dharamveer Singh has a total of 9 plots -- in Sector 33 of Karnal, Sector 31 of Panchkula, Sector 65 of Faridabad, Sector 6 of Jhajjar, Sector 27 of Gurgaon, Sector 57 of Gurgaon, Sector 3 of Fatehabad, Sector 5 of Hisar and Sector 8 of Jind.

“As these personnel also have plots allotted in Panchkula under the defence quota, we approached the police against them. If the plot has been sold further to a buyer, they too will get notices regarding resumption,” said Disodia.

The irregularities had come under the high court scrutiny when an Army Colonel, Dharam Singh Yadav (45), posted with 6 Bihar Batallion, NCC, at Gaya in Bihar, approached the court seeking anticipatory bail in an FIR registered against him under Sections 420 (cheating) and 193 (false evidence), IPC, at the Civil Lines police station, Gurgaon, following a complaint filed by a Gurgaon-based property dealer.

Yadav owns eight reserved-category Huda plots in Sonepat, Gurgaon, Hisar and Rewari districts, while his brother Karan Singh Yadav, also a defence officer, owns 12 Huda plots in various districts.

Yadav gave details of 36 such defence officers to the court, who are holding multiple plots under the category of defence personnel.

Justice Daya Chaudhary had directed chief administrator of Huda AK Singh to file a status report by October 22 as to what action the authorities had taken against the personnel concerned and what action was likely to be proposed.
