The Haryana Urban Development Authority (HUDA) has asked for explanation from secretary to Haryana governor and Ambala division commissioner Neelam P Kasni in the oustee quota plot scam within 15 days. She was the chairman of the screening committee as HUDA administrator when allotments were made to ineligible people in 2005.

"I have not got any letter asking for my explanation," Kasni, an IAS officer, claimed, when asked.
Other officials whose explanation has been called are the members of screening committee - SP Arora, the then estate officer of Panchkula, Geeta Prakash, the then district town planner of Panchkula, and Devinder Kaushik, the then land acquisition officer of Panchkula.
Arora is now additional deputy commissioner (ADC), Panchkula, and Prakash is chief town planner (CTP) with local bodies department.
One of the controversial plots was later bought by former IAS officer Satwanti Ahlawat.
The explanation of these 'delinquent officials' has been called for on the basis of chief vigilance officer (CVO) Vikas Gupta's report. Notices have also been issued to ineligible allottees in Sector 6 for a hearing.
Gupta conducted the inquiry after high court ordered chief secretary "to hold a probe in the entire allotment of plots to the land oustees in sector 2,4 and 6 of MDC ( Mansa Devi Complex), Panchkula, and take appropriate action and submit a report to this court before the next date of hearing".
19 PLOTS UNDER SCANNER
"A no-objection certificate from other co- sharers was made mandatory in such cases where application (for plot in oustee quota) is made by one or more co-sharer in their individual names...It has been found that the NOC from co-sharers are not available for six plots in Sector 2, MDC, Panchkula and one plot in Sector 4, MDC, Panchkula."
A hundred and thirty applicants made applications for allotment of plot under oustee quota in Sector 2 and 6, MDC, Panchkula.
The screening committee rejected the claims of a number of people on the account of acquired land falling in Sectors other than 6.
In the same meeting held on December 9, 2005, the applicants naming Navdeep Singh, Sudershan Kumar, Gurjeet Singh, Sajjan Singh, Duni Chand, Kesar Singh, Pitambar Purshottam, Madan Mohan Sharma, Satnam Singh and Bhaggo Devi were allotted plots in Sector 6, MDC, Panchkula, while their land was acquired in Sector 4, MDC, Panchkula.
"Interestingly, proceedings of the meeting is silent regarding particulars of the sectors for which the land has been acquired in above mentioned cases (ineligible allottees)."
The CVO added that in the same meeting allotment of plots to Umardeen and Ramjan Mohd in Sector 2 MDC was made "but the land which was acquired from these two persons is having at the same Khasra and Killa number.
This is a violation of HUDA's oustee policy as only one plot can be allotted to co-sharers irrespective of the number of co-sharers."
